TERMS OF REFERENCE FOR BUSINESS PLANS DEVELOPMENT ANALYST
Background
Africa Development Consultant Limited (ADC) is a consultancy firm registered by the Rwanda Development Board (RDB) and has been in operations since 2006. ADC’s Mission is to offer comprehensive business development services that focus on the needs of enterprises. ADC is a Business Development Services (BDS) service provider for various government and non-government organization Programs, contributing to enabling Micro Small and Medium Enterprises (MSMEs) grow their businesses through access to finance, access to new and better markets and overall improvement in professionalism.
It is based on the above background that ADC under a AGRA funded project is recruiting a competent Business Plan Development Analyst (BPDA) for a one-year contract renewable based on the performance evaluation results and availability of fund.
Business Plans Development Analyst (BPDA)-Roles and responsibilities:
The BPDA will be involved in review and fine-tuning Business Plans submitted by Agribusiness Entrepreneurs and ensure that they are bankable: The specific roles and responsibilities are:
Developing partnerships for linkage of ADC to BDS key stakeholders.
Providing proximity coaching to enable Agribusinesses complete all documentations required by the Financials Institutions to approve bank loans. Fostering and facilitating collaboration between providers of finances and guarantee funds to fund youth and women enterprises in agriculture.Participate in organizing and conducting Business plan competition for youth and women projects in Agribusiness to enable them access fund.Participate in the provision of Business Development Services to the target youth and women.Engage key stakeholders from mobilization to provision of BDS to agribusiness MSMEs in respective districts.Maintain effective communication with potential and existing enterprises in the ADC profile receiving Business Incubation and overall BDS from ADC.Conduct site visits to MSMEs receiving ADC – BDS for monitoring of the progress and improvement MSMEs are making in terms of performance and job creation. Recommendations shall be recorded and followed up by remediation plan where required.
The target districts are in Eastern province (Nyagatare, Gatsibo, Kayonza, Rwamagana, Ngoma, Kirehe and Bugesera)
Office Location:
Your Office will be at ADC head office, Kigali City, Remera sector (Kisimenti), Tedeum Building (KN 5 Rd House no 44) with frequent travel to the project area, Eastern Province of Rwanda.
Reporting
You will report to the ADC Managing Director/ Project Coordinator.
Minimum Experience Requirement
ADC is looking for a person who has demonstrated leadership, training and coaching skills couching in areas of Entrepreneurship, Business planning and Financial management in his/her previous job.
At least 5 years of experience in business-oriented organizations working in agribusiness value chain supporting MSME.
Excellent analytical and writing skills in both English and Kinyarwanda. Proven experience of 3 years in Business Plans identification, planning and development into bankable business plans in agriculture value chain; Proven experience of at least 3 years’ experience in working with financial institutions and SACCOs especially in loan analysis, assessment and evaluation.
Demonstrated ability to support entrepreneurs access funding from financial Institutions and SACCOs in particular. Having previous experience in training and in financial institutions especially in the areas of loan analysis, access to financial services including voluntary savings and credit associations, working with local authorities and youths’ associations will be an added advantage.
Academic Qualifications Requirement
Minimum academic qualifications include a Bachelor’s degree of: Business Administration; Entrepreneurship Development Management; Agricultural Economics, Agricultural finance,; Agribusiness and Rural Development and related fields. Masters’ degree in the above domain would be an added advantage.
