Call for Application for the private sector training service provider to partner with IPRC to deliver the technical skills training program in poultry farming and management.
Feed the Future Rwanda Hanga Akazi (HA) Activity is a 5-year activity designed to facilitate growth leading to inclusive job creation and entrepreneurship in Rwanda’s agri-food system. Using a market systems approach, the Activity aims to support access to productive resources for enterprises and entrepreneurs in the agri-food system that are poised to grow and hire. The Activity will also work on the labor supply side through a workforce development component, linking demand from growing enterprises to curriculum development and training so that job seekers bring the skills employers need. The Activity will support increased entrepreneurship in the agri-food system, helping to identify areas of opportunities for entrepreneurs and connecting them with the supporting services—such as business development, access to finance, and market linkages— they need to succeed.
The Activity wishes to partner with competent training providers to build technical and employability skills for youth, in Poultry Farming and Management. The Activity has no geographic restriction and is therefore looking for partners throughout the country. Final funding levels will depend on quality of applications received, number of fundable applications received, market needs, availability of funding, suitability of the application in line with HA’s scope of work and competing priorities. Grants will be awarded competitively in amounts commensurate with their impact but shall not exceed the maximum amount of Frw 45,000,000 million.

Background
The Government of Rwanda (GoR) expresses the wish to create a knowledge-based economy whereby collaboration in the form of partnerships with the involvement of the private sector in education is a priority. Education-business collaborations should lead to education that is promoting work experience and on-the-job training. With the rise of the knowledge-based economy, Higher Education Institutes (HEIs) are increasingly expected to fulfil their role as engines for economic growth by contributing to skill development and innovation in collaboration with industry. HEIs nor industry can meet the demands for innovation and a skilled labour force on their own. Collaboration is therefore necessary to create market-responsive education and research.
To strengthen partnerships between academia, government and industry, Rwanda developed Service Training and Innovation Centres (STICs) in horticulture, poultry, dairy, agro-tourism, and potato. The STIC model is a Triple helix concept meant to bring together education partners and the private sector in production centres to promote and implement innovations. All facets of this STIC concept comes together in an orchestrated operation and where the education and private sector partners have committed themselves to a long-term partnership, serving the interests of both the education and private sector.
Problem Statement
Rwanda through IPRCs and in collaboration with private sector established five (5) Service Training and Innovation Centres (STICs) in the potato, dairy, poultry, horticulture, and agri-tourism value chains to respond to agricultural needs of the education sector, the private sector, and the community. Education-to-business partnership development for a knowledge-based economy is still limited in Rwanda yet they play a big role in closing the incompatibility between the skills gained by TVET beneficiaries and the job industry.
Rationale
The education-to-business partnership development for a knowledge-based economy is the way to go for Rwanda to transform its agriculture sector. To reach this goal there is a need to create a collaborative mind-set within Higher Education Institutes (HEIs) and support collaborations within the whole of the agricultural sector. This implies that government, education institutions and business join forces towards practical education and knowledge building serving as the stepping-stone towards a knowledge-based economy.
Key Activities to be undertaken
To further promote the STIC concept, Hanga Akazi seeks to provide a mini grant to experienced private sector training service providers to deliver hands-on technical skills training program in poultry farming and management targeting the community surrounding Ngoma or Gishari IPRCs. Key project activities will include but not limited to:
Identify and select the beneficiaries with basic poultry farming skills and entrepreneurial capability in areas surrounding Ngoma or Gishari IPRCs.Develop the training curriculum.Provide monitoring and evaluation services.Provide training materials, equipment and uniform required for the learners.Deliver the poultry farming technical skills training program.Develop and submit progress report of the achieved milestone/deliverable.Facilitate internship for the learners at selected IPRC.Facilitate job placement for the trained youth.Develop and submit the final project report.
