Call for application to facilitate technical training for veterinarians to enhance their skills to provide quality veterinary Services.

The Feed the Future Rwanda Hanga Akazi (HA) Activity is a 5-year USAID-Funded Activity designed to facilitate growth leading to inclusive job creation and entrepreneurship in Rwanda’s agri-food system. Using a market systems approach, the Activity aims to collaborate with private and public sector to support access to productive resources for enterprises and entrepreneurs in the agri-food system that are poised to grow and hire. The activity aims to boost the demand for skilled veterinary professionals by enhancing the employability of young graduates. Training program will cover areas like farm design, pasture management, disease prevention, nutrition, breeding, and animal welfare. Additionally, the program will include livestock insurance services to help farmers manage risks, by improving veterinary skills and supporting farmers, the initiative will reduce unemployment, empower marginalized groups, and strengthen Rwanda’s agricultural sector. The Activity will support increased entrepreneurship in the agri-food system, helping to identify areas of opportunities for entrepreneurs and connecting them with the supporting services such as business development, access to finance, and market linkages they need to succeed.

The Activity wishes to partner with existing training service providers in Continuing Professional Development (CPD) within Rwanda's livestock sector to build technical and employability skills young graduates in veterinary medicine targeting youth, women, and persons with disabilities in veterinary services. The Activity has no geographic restriction and is therefore looking for partners throughout the country and where the impact for job creation within livestock value chain targeting veterinary professionals to scale up the veterinary services and easy access for these services by farmers across Rwanda.

Final funding levels will depend on quality of applications received, number of fundable applications received, market needs, availability of funding, suitability of the application in line with Hanga Akazi’s scope of work and competing priorities. Grants will be awarded competitively in amounts commensurate with their impact but shall not exceed the maximum amount of RWF 100,000,000.

Key activities to be undertaken

Under this RFA, Hanga Akazi aims to allocate resources to existing training service providers, CPD service providers and other private sector entities within Rwanda's livestock sector to deliver advanced veterinary training programs for young graduates, with a focus on women, youth, and people with disabilities. Key project activities will include but not limited to

Identify and select the young graduate veterinarians training candidates with basic skills in veterinary services.Collaborate with livestock and agricultural experts, livestock insurance advisors and service providers, and curriculum developers to develop the training curriculum aligned to the sector needs.Provide training materials and translate materials into local language/Kinyarwanda for better comprehension.Provide monitoring and evaluation services and tools to track the impact.Develop M&E frameworks to track indicators and KPIs.Deliver farm design, pasture management, disease prevention, nutrition, breeding, and animal welfare training program. Additionally include livestock insurance services to help farmers manage risks.Develop and submit progress report of the achieved milestone/deliverable.Schedule regular follow-up sessions to address challenges and reinforce learning.Prepare a final comprehensive report and share findings and success stories with stakeholders and funders.

Eligible Applicants

Applicants must be either private or NGO entities registered in Rwanda, with proven experience in developing both technical and soft skills within Rwanda's agri-food system. This includes collaborating with key stakeholders such as veterinary bodies, training providers, CPD service providers. All applicants should:

Be legally and formally constituted at the time of grant proposal.Be compliant to government of Rwanda regulations (submit tax compliance certificate, registration certificate).The activities under the grants must primarily take place in Rwanda.Applications must demonstrate how partnership with HA will result in inclusive jobs and/or entrepreneurial opportunities.
